Comprehensive Plan of Varamin

The city of Varamin is located in the southeastern axis of the Tehran metropolitan area and serves as the center of Varamin County. The city covers an area of approximately 2,700 hectares, and its population in 2016 was 225,628. The comprehensive plan for Varamin City, with a modern perspective and approach, began in 2023 at Studio SAR. In the process of preparing the comprehensive plan for Varamin, Studio SAR utilized methods and techniques related to land use planning, consideration of territorial features and components, identification of key stakeholders, and maximization of public participation. Relying on the output documents responsible for shaping the city’s spatial structure in the future, the plan aims to realize the city’s vision by the horizon year of 2036.

By 2036, Varamin will be recognized as a green, resilient, and climate-adaptive city within an agricultural ecosystem. Varamin derives its identity from its cultural, historical, and natural heritage, and its reputation at the national and regional levels is tied to being the “National City of Glassware” and the “Global City of Handwoven Carpets—Mina Khani Design.” At the regional level (Tehran Province), Varamin’s multifunctional role as an intermediate city will be strengthened, with a focus on service-oriented activities. Varamin is a functional city with an agricultural cluster. It holds advantages and priority in hosting medium-technology and knowledge-based industrial activities and is considered a destination for natural, adventurous, and historical tourism. Harnessing Varamin’s capacities and potentials through attracting investment and private sector participation has brought about a dynamic and sustainable urban economy. The utilization of clean energy, particularly solar energy, an integrated, efficient, rail-based, and human-centered transportation network, the provision of urban services, and the supply of quality and accessible housing for all segments of society through endogenous development have harmonized subcultures and interactions among cultural groups, making Varamin one of the most livable cities in the southeastern part of Tehran Province. Good urban governance has increased social, cultural, and political participation among citizens, especially women, and has led to sustainable income generation for the city.
